If your document is wider than the screen you will also have a Horizontal Scroll Bar

 
If document is longer than the screen you will have to use the Vertical Scroll Bar – grey/blue bar at right side of screen with an arrow at the top and one at the bottom - click on bar, hold t and drag down the page – this is ‘Scrolling Down’. Click on Scroll Bar and push it up the page to ‘Scroll up’
This symbol indicates that you need to scroll down in this website - as in this page. However, If the bar fills the screen you will not need to scroll!
